It is possible the city could lose control ofthis process if we aren't careful. <br /> <br />Implementation of above strateev comprised of followine <br />tactics and action items <br /> <br />1) Begin a more active phase of managing our media relations: The team originally <br />proposed a media relations strategy, but it was decided initially to keep a low <br />profile and not to engage the media unless they came to us. At this time we need <br />to engage the media to get out the city's message. We would make a concerted <br />effort to generate some media interest based on public meeting process and <br />potential congressional site visits. We have a lot more information about the <br />process that we could share with the media than we had in the past. <br /> <br />2) We will assist the city in authoring a white paper on their vision for redeveloping <br />this site. This can be widely disseminated at public gatherings, in the media, on <br />the Internet etc. It needs to be concise and easy to understand. It would quell <br />many of the fears that are in the public realm and put the city on record with its <br />intentions. <br /> <br />3) We will continue to engage McCollum and her staff. There are many win/win <br />aspects of this deal we can talk to her about. If we concentrate on those issues she <br />can be much more of an ally for the city. <br /> <br />4) Schedule meetings between the city and team with main stakeholders involved in <br />the process. i.e. DNR, National Guard, Ramsey County, Metropolitan Council, I <br />35W Coalition. The City and it's private partner would meet with each of these <br />groups. <br /> <br />The purpose for these meetings would be several fold: <br />1) Begin a dialogue with critical groups in a working environment vs. a public <br />meeting <br />2) Find common areas of agreement <br />3) Identify areas of conflict between parties <br />4) Build consensus for working together on implementing Vento Plan <br />5) Discuss guiding principles that would be incorporated into a Statement of <br />Purpose and Principles that all parties would sign to show commitment to <br />Vento Plan <br /> <br />5) The second phase of these meetings would take place after the Design Center <br />submits their report to the city in August based on the public comments from the <br />series of meetings this summer. The City with the developer team's assistance <br />would author a Statement of Purpose and Principles sununarizing the high <br />points of those meetings and recommit all parties to endorsing the Vento Plan <br />(and what that means). A meeting would be convened with the above-mentioned <br />
