Work with Mn/DOT to ensure that adequate funding levels are avail- <br />able to make necessary improvements to the regional highway system <br />on 1-35W and other highways. <br /> <br />3. Work with Mn/DOT, Ramsey County and the City of Arden Hills to <br />reach a consensus on improvements to the CSAH 96/TH 10 intersec- <br />tion that will protect the role of the TH 10 "Diagonal" in the regional <br />highway system while accommodating local access needs. This should <br />include detailed traffic simulation including traffic from proposed de- <br />velopment of the TCAAP site. <br /> <br />Arterials Network-Findings/Conclusions <br /> <br />1. The Coalition growth pattern of development causes increased trip cap- <br />ture to occur in the Coalition area -a larger proportion of trips remain <br />in the study area as a result of the increased amount of mixed-use de- <br />velopment, the improved jobs/housing balance, and increased densi- <br />ties at the nodes. <br />. Internal to Internal trips grow at roughly twice the rate of total trip <br />growth. <br />. Net in-commute to jobs in the study area remains constant. <br />. Net out-commute grows proportional to total trip growth. <br /> <br />2. The Coalition growth pattern results in a lower rate of increase in VMT <br />since the mixed use areas capture study area trips, which results in more <br />trips being made over a shorter average distance. This slows the rate of <br />VMT production in the study area <br />. Internal to Internal average length is 3.5 miles, while in/ out commute <br />average length is 11 miles <br /> <br />3. The Coalition growth pattern shows a more efficient pattern of trip <br />making with a decrease in trips per capita for all trip types. While trips <br />grow, they grow more slowly per unit of population. <br /> <br />4. In terms of vehicle miles of travel and vehicle hours of travel, the Coa- <br />lition growth pattern shows an increased use of arterial and collector <br />streets from existing conditions. Relative growth in Coalition travel on <br />Coalition arterials and collectors grows at a higher rate of increase than <br />on freeways. This trend is most prevalent in the middle portion of the <br />Coalition area from TH 36 to County Road 10. Lexington and Hamline <br />attract trips under the Coalition growth pattern. <br /> <br />5. Freeways in the Coalition area are still being used for local trips, primarily: <br />. 1-35W south of County Road 10 to County Road C <br />. TH 10 west ofI-35W <br />. 1-694 east of 1-35W <br />.
