<br />Projected 2020 No-Build ADT volumes are as follows: <br /> <br />. <br /> <br />. CR F = 12,350 ADT <br />. CR 96 = 25,500 ADT <br />. HamlineAvenue= 15,000ADT <br />. Lexington Avenue = 21,300 ADT <br />. 1-694 = 133,000 ADT <br /> <br />Roadway Improvements <br /> <br />As discussed under the "Proposed Roadway System", it was assumed for 2005 No-Build <br />that there were no changes from the existing (2002) roadway system except for the <br />expansion of northbound Lexington Avenue to two lanes between Guidant Drive North and <br />CR 96 that are planned by Ramsey County in 2003. Ramsey County also has plans to add <br />a signal at Victoria Street and Lexington A venue by 2005. <br /> <br />The roadway system for the 2020 No-Build was assumed to be the same as the 2005 No- <br />Build with one exception - 2020 analysis assumed that a north-south connection would be <br />extended north of CR 96 to CR 1. <br /> <br />Traffic Operations Analysis <br /> <br />Table 9 shows the results of the signalized intersection analysis for the 2005 and 2020 No- <br />Build traffic conditions. Similar to existing conditions, all signalized intersections will <br />operate at an overall level of service (LOS) D or better in 2005, except for the intersections <br />of Lexington Avenue/eastbound 1-694 ramps and Lexington Avenue/CR 96, which will <br />operate at LOS E in the P.M. peak. By 2020, all signalized intersections, except for <br />Lexington AvenueIVictoria Street, will operate at a LOS F in the P.M. peak. <br /> <br />. <br /> <br />TABLE 9 <br />FUTURE NO-BUILD A.M.
