<br />prior to entering adjacent wetlands. To accommodate and treat surface water runoff, . <br />methods of infiltration, retention and NURP ponds will be implemented. Mitigation <br />measures will be further defined during final design and will be in accordance with the City <br />of Arden Hills and Rice Creek Watershed District requirements. <br /> <br />Item 21: Traffic <br /> <br />The Traffic Impact Study completed by Parsons Transportation Group for the AUAR study <br />area provided information on anticipated traffic impacts resulting from the campus <br />expansion. The existing traffic operations analysis identified that several intersections <br />within the project area currently operate at LOS D or worse during the A.M. and P.M. peak <br />hours. For comparison to the proposed expansion traffic operations, future no build traffic <br />operations were analyzed including planned improvements. The planned improvements <br />included expanding Lexington Avenue to two northbound Janes between Guidant Drive <br />North on CR 96 in 2003 (as planned by Ramsey County) and adding a traffic signal at <br />Victoria Street and Lexington Avenue by 2005 (as planned by Ramsey County). Per <br />discussions with the City, it is also assumed that by 2020, a north-south connection will be <br />extended north of CR 96 to CR 1. Similar to existing conditions, all signalized <br />intersections will operate at an overall level of service (LOS) D or better in 2005, except <br />Lexington Avenue/CR 96 and Lexington Avenue/eastbound 1-694 ramps, which will <br />operate at LOS E in the P.M. peak. By 2020, all signalized intersections, except Lexington <br />AvenueNictoria Street will operate at LOS F in the P.M. peak. The four unsignalized <br />intersections experiencing LOS E or F in 2002 will experience LOS E or F in 2005 and . <br />2020. <br /> <br />The cause of declining LOS from 2005 to 2020 at many of the intersections is the increase <br />in background traffic volumes and lack of planned improvements on the adjacent <br />roadways. In order to obtain a LOS D or better at these intersections, additional roadway <br />improvements would need to be implemented. The following improvements are <br />recommended to improve traffic operations on adjacent roadways: <br /> <br />2005 Recommended Improvements <br /> <br />. <br /> <br />An additional northbound left turn lane at Lexington Avenue/CR F. <br /> <br />A southbound and northbound right turn lane at the intersection of the 1-694 ramps with <br />Lexington Avenue. <br /> <br />Installation of traffic signals at Lexington Avenue/Guidant Drive North and Hamline <br />Avenue/CR F. <br /> <br />. <br /> <br />. <br /> <br />2020 Recommended Improvements <br /> <br />. <br /> <br />A dedicated westbound right turn lane at Hamline Avenue/CR F. <br />An additional eastbound left turn lane at the intersection of the 1-694 ramps and <br />Lexington Avenue. <br /> <br />. <br /> <br />. <br /> <br />Guidant Campus Master Plan <br />Draft AUAR <br /> <br />- 59- <br /> <br />September 2002 <br />
