In addition we have applied for a Water Appropriation Permit from the DNR,
which is currently in the review process for the permanent pumping solution.

We have solicited several pump suppliers for quotes for the rental and installation oftemporary
pumping equipment and have received quotes from Braun Pump and Controls and Northern
Dewatering, Inc. Northern Dewatering has the lowest quote of $8870 for the rental, installation
and removal of the pumping equipment for one month. The rental pumping equipment is
approximately $1821 per week if additional time where required. Northern Dewatering has
indicated the equipment is readily available.

As part of the rental agreement the City Crews will provide access to Karth Lake for the
installation of the pumps, provide a generator to power the pumps and maintain the system
while it is installed. The city crews will also have to assist in the placement ofthe pumping
equipment in the lake. Because the piping system will run across some paths and playing fields
in Cummings Park the City will need to ramp over the pipe when it crosses paths and provide
appropriate safety markers of the exposed pipe.

It is anticipated that the pumping will take 3 to 4 weeks to draw the lake down to an elevation of
934 feet, this is a volume of approximately 20 million gallons. The DNR will require a fee of
$50 for any volume over 15 million gallons. The volume pumped will be determined when the
pumping is complete.

If you have any questions please contact me at (612) 373-6479.

C:\Documents and Settings\CynthiaY\Local Settings\Tcmporary Internet Files\OLK3\CouncilMemo9~30.02.doc
