.

~
~HILLS

MEMORANDUM

DATE:

October 10, 2002

Agenda Item 6.B

TO:

Mayor Dennis Probst
Council Member Beverly Aplikowski
Council Member David Grant
Council Member Gregg Larson
Council Member Lois Rem
Joe Lynch, City Administrator

FROM:

Aaron Parrish, Community Services Director

Ii

SUBJECT: TCAAP Update

The following highlights pertinent TCAAP reuse activities since the last Council meeting:

. Staff had a meeting with the Development Teanr on Tuesday October 8, 2002. The Development Teanr
indicated that the federal screening process has not formally been initiated at this point, but it is anticipated
to begin at some point in the near future.

· On Tuesday October 8, 2002, staff had a meeting with Ranrsey County Parks and the DNR to discuss the 49
acre Wildlife Corridor. While a number of issues were discussed, a majority of the conversation revolved
around any potential transportation connection through the wildlife corridor area. As Council may recall,
the primer tracer area, an area identified for disposition, is landlocked between National Guard property, the
wildlife corridor, and the Rice Creek corridor. At a meeting in August, the DNR had indicated that it would
be acceptable to have a road through the wildlife corridor under certain circumstances. At this meeting,
they indicated that it was their preference not to have a road through the wildlife corridor. However,
Ranrsey County did indicate they would explore the possibility with the National Guard of providing access
to the primer tracer area from the north.

This item will be discussed further at the November Work Session since including the wildlife corridor in
the park requires an anrendment to the park master plan. Generally speaking, cities are required to make the
determination that these types of anrendments are consistent with the city's approved Comprehensive Plan.

· On Thursday October 11, 2002 staff had a meeting with John Shardlow, DSU, to discuss the current status
of the master planning. Approximately half of the first phase work is completed at this point. We also
discussed the first meeting of the Advisory Panel which has tentatively been set for November 19th, 2002.

.
