<br />Metropolitan Council Redistricting <br />Example Plan Notes <br /> <br />. <br /> <br />The redistricting plans on the folIowing pages are examples of plans that demonstrate the <br />goals of the committee: communities of interest, ideal population and compactness. The <br />plans also seek to minimize the number of municipalities split outside of Minneapolis and <br />St. Paul, and to maximize the minority population in two districts. <br /> <br />Some observations have come up regarding the committee's wishes for redistricting, which <br />may prove helpful in future decision making: <br /> <br />1. A compact southwestern district composed entirely of Carver and Scott counties has a <br />population of 156,546, or 5.05% below the ideal. Adding smalI communities such as <br />Minnetrista and St. Bonifacious can bring the district to under 3% deviation. However, <br />the key to this district is the inclusion of Chanhassen. Without it, significant parts of <br />Hennepin or Dakota County (at least 23,705 people) must be included to stay under 3% <br />deviation. This means the district must have part of LakevilIe, Burnsville, Bloomington, <br />or Eden Prairie - or several suburban city/township combinations. <br /> <br />2. To have two districts completely within Minneapolis and in the 3% deviation range, the <br />remaining Minneapolis district(s) must contain all or part of at least two cities (or part <br />of Saint Paul) totaling approximately 100,000 people.
