C

TO:

Mayor Dennis Probst
Council Member Beverly Aplikowski
Council Member David Grant
Council Member Gregg Larson
Council Member Lois Rem
Joe Lynch, City Administrator

I

FROM:

Aaron Parrish - Community Services Director

SUBJECT:

1-35W Build-out Study

ENCLOSURES:

1. Smart Growth Principles Excerpts
2. Resolution

Overview

At the September 30, 2002 Council meeting, the Council tabled Resolution 02-49 Endorsing the
1-35W Corridor Coalition Build-out Study. At that time, the following concerns were expressed:

. Additional public discussion on the build-out study should occur prior to formal
endorsement of the principles contained within the study.
. Endorsing principles within the study has the potential to interject preconceived ideas
into the TCAAP master planning process.
. The principles outlined in the study essentially constitute smart growth principles which
mayor may not be representative of community desires and expectations.

Since a lot of the discussion has focused on the concept of smart growth and smart growth
principles, staff has included excerpts from two resources outlining smart growth principles. As
one would expect, the concept of smart growth lends itself to significant interpretation and has
been implemented differently at the local level.

Requested Action

Provided for discussion purposes
