GUIDELINE FOR BUILDING QUALITY COMMUNITIES <br /> <br />. <br /> <br />. <br /> <br />To the greatest extent possible, legislation affecting communities at the state and federal level should <br />enhance, not diminish, the ability of citizens, businesses, and local governments to work together in <br />partnership to make every community "livable." <br /> <br />ISSUE: Cities in Minnesota are at various stages in meeting the goal of being "livable, healthy <br />communities. II <br /> <br />RESPONSE: The definition of a "livable, healthy community" below will be used to evaluate <br />proposed legislation to determine whether or not it advances the goal of enabling all Minnesota <br />cities to become livable, healthy communities. It should also be used by cities to evaluate their <br />progress toward the goal of becoming Iivahle, healthy communities. <br /> <br />A LIVABLE, HEAL THY COMMUNITY IS: <br /> <br />WHERE PEOPLE OF ALL AGES <br /> <br />· share a core of common values including valuing diversity, respecl for each other, and good <br />citizenship <br /> <br />. feel: <br />* safe <br /> <br />* a sense of belonging <br />* welcome <br /> <br />· engage in life-long learning activities that: <br />* promote responsible citizenship <br />* enhance the enjoyment of life <br />* prepare them for changing job markets <br /> <br />· participate in the decision-making process with community leaders <br /> <br />· celebrate community <br /> <br />. want to make their home <br /> <br />. have access 10: <br />* good paying jobs <br />* adequate and affordable housing <br />* choice of efficient transportation systems including transit, pedestrians, and bicycles <br />* gathering places <br />* desired information <br /> <br />IX <br />
