Transportation: The Comprehensive Plan indicates the following relative to <br />transportation on the TCAAP property: <br /> <br />The TCAAP area will have a Minor Arterial road that will run through the entire <br />developable area. It will be constructed as development occurs. The City will <br />initiate discussions with Ramsey County on whether this road should be part of <br />the County system, and if so. what the design standards should be. Connections <br />to Highway 96. Highway 10, and I-35Wvia County Road 1I will be apart of the <br />Minor Arterial system. Collector and local streets will be constructed with <br />development as appropriate for the associated land uses. The planned amount of <br />development in TCAAP is decreased in the updated land use plan from the 1981 <br />plan. reducing both local and regional traffic impacts. (Arden Hills <br />Comprehensive Plan. Page 79) <br /> <br />This is outlined on the attached transportation map taken from the Comprehensive Plan. <br />Ramsey County Parks has indicated that they do not want a street through the wildlife <br />corridor area. As such, this leaves no access to the 66 acre primer tracer area effectively <br />landlocking this piece of property. The proposed amendment indicates that access from <br />County Road I would be preferable from Ramsey County Park's perspective. However, <br />this requires going through property currently under license by the National Guard. At . <br />this point, they have not indicated that they are willing to make this commitment. <br />Additionally, we do not have the benefit of detailed traffic and planning analysis to <br />determine whether the north/south connection contemplated in the Comprehensive Plan is <br />necessary or not. Minimally, any approval should be conditioned on receiving some type <br />of access from County Road I to the primer tracer area. <br /> <br />4. Public Safety: Expanding on the transportation and traffic issues above, it would seem <br />logical that fire protection to the TCAAP site would be provided by the Fire Station on <br />County Road I. Taking away the north/south connection to the balance of the TCAAP <br />property would require fire vehicles to drive south on Lexington and then west on <br />Highway 96, or drive east on County Road I and south on I-35W. Needless to say, <br />neither are practical solutions. <br /> <br />5. Evaluation: The Council may wish to consider how this particular request is evaluated. <br />Since it is addressing issues within the Comprehensive Plan, the Council may wish to <br />have the Planning Commission provide comment and/or a recommendation. Since there <br />are park issues involved, the Council may wish to solicit feedback from the Parks, Trails, <br />and Recreation Committee. <br /> <br />Requested Action <br /> <br />Provide comments relative to the proposed park master plan amendment <br /> <br />. <br />
