The residents of my addition were not notified of this decision.

It is my understanding from speaking to the Arden Hills City Council, the Arden Hills employees
and the DNR that the City intends to pump approximately 13 to 15 million gallons of water out of
Karth Lake, through temporary piping that has been installed above ground at Cummings Park .
and into the Karth Lake South storm sewer system. It is further my understanding that the goal
of this pumping is to reduce the height of Karth Lake by 4 feet over a four week period. It is my
understanding that the water level in Karth Lake had decreased by approximately one foot as of
October 15,2002. It is further my understanding that the City of Arden Hills has applied for a
permanent permit to pump Karth Lake through the Karth Lake South storm sewer system on an
as-needed basis to be determined by the City of Arden Hills.

On or about October 7, I spoke with Pat Krenn, a neighbor in my development. Mr. Krenn had
taken it upon himself to notify the residents of the Karth Lake South addition of the decision to
pump the lake and shared with the residents his concerns related to a previous attempt at pumping
Karth Lake some 15 years ago. It is my understanding that Mr. Krenn sustained damages to the
lower level of his home during the previous pumping and, therefore, is genuinely concerned about
additional pumping. I spoke with Mr. Krenn, noting my concern for such a large volume of water
being run through an untested system as well as my concerns for his residence in particular.

On Friday, October 11, 2002, I awoke to an incredible odor in my lower level. On October 12, I
awoke to find the sheet rocked walls in my lower level damp to the touch and a much more
significant odor. 1 took immediate efforts to dry out my lower level in an effort to avoid any
permanent damage. On Monday, October 21, I contacted the City of Arden Hills and explained
my very serious concerns. I was told that if I believed this overwhelming incident was related to
the pumping of Karth Lake, I would need to attend a council meeting to request that the pumping
be discontinued.

-1-

.
