<br />coming of fall. In the summer, we have an immense amount of evaporation. However, as fall <br />sets in, the level of evaporation we experience in the summer is no longer available. Given the <br />fact that nearly all of the homes in the Karth Lake South addition are built on clay, coupled with <br />the fact that we have had a very wet summer, it is my position that our lots cannot accommodate <br />the additional moisture presented by the pumping of Karth Lake. As I have stated above, my lot <br />is currently wetter than it has ever been in 18 years. My property has been able to withstand <br />intense periods of rain fall in the past without incident. However, the already wet ground <br />conditions, coupled with the enormous amount of water being pumped under my property, has <br />resulted in too much moisture for my property to accommodate. Additionally, as most <br />individuals familiar with clay will understand, when you have a clay environment, even a small' <br />amount of sand, etc., within that clay, given the necessary amount of ground moisture, can create <br />a pooling effect with a potential for significant damage. <br /> <br />Although I do not have first-hand knowledge regarding the specific levels of Karth Lake over the <br />years, I did recently have a conversation with two members of the Amble family, currently <br />residing on Karth Lake, who indicated that there have been numerous times in the past when <br />Karth Lake has reached its current level and beyond. They indicated to me that they felt very <br />strongly that the lake should not be pumped. It is was their opinion that the lake water has raised <br />and lowered for one hundred years, suggesting that Mother Nature has maintained this lake in the <br />past and will do so in the future. <br /> <br />Regardless of whether one agrees or disagrees with the pumping of Karth Lake, logic should <br />prevail on how and when any pumping should take place. The properties in the Karth Lake <br />South addition are currently stressed with wet clay and lack of evaporation. Adding additional <br />moisture to the equation can only result in the likelihood of problems. Given my current <br />circumstances, I am absolutely adamant that the storm sewer system surrounding my home cannot <br />handle the excess moisture that comes with transporting 13 to 15 million gallons of water. It is <br />my understanding that there is an alternative route for the pumping of Karth Lake, which is to <br />follow a.route north of Karth Lake. I plead with the City Council members to stop the current <br />pumping. I am particularly concerned with the onset of the cold weather and the effects of <br />freezing with the ground water table content as high as it is'. I ask that pumping through the <br />Karth Lake South storm sewer system cease immediately. If the current pumping is not <br />discontinued, and I sustain any permanent damage as a result of same, I will have no choice but to <br />hold the City of Arden Hills liable.
