Soils corrections. There are multiple properties in the City where contamination may have <br />occurred. The ERF could be used to assist in the remediation of such sites to facilitate <br />redevelopment and to protect the City's water supply. <br />b. Groundwater contamination. While not strictly indicated as one of the statutory defined <br />purposes, the quality of the City's groundwater could at some point be compromised either <br />from an existing land use or as a result of former land use activities outside of the City's <br />jurisdictions. Soils corrections and well-head modifications could become necessary. <br />c. Environmental Assessment. From time to time, the City acquires properties for public <br />purposes. Environmental assessments need to be accomplished to protect the City's <br />interests and to ascertain any environmental risks not known or disclosed. <br /> <br />North St. Paul - Wally Wysopal <br />1. Proiect Type: 170 acres of redevelopment areas including industrial truck terminals and <br />industrial properties. Soil contamination is likely present with possible ground water <br />contamination. <br />b. Proiect principals - a mix of long time landowners, investment companies and <br />developers. <br />c. Proposed Use of Property - future uses include up to 3 million square feet of a mix of <br />office, service retail and housing (500 units) in a livable, walkable and workable land use <br />pattern. <br />d. Proposed use of the ERF - acquisition of parcels for redevelopment and infrastructure, <br />costs associated with remediation not covered by other grants such as DTED, Met <br />Council and EPA and matching funds required by other contamination clean up funding <br />sources. <br />e. Type of Impacts and where the benefits accrue - Twin Lakes is estimated to generate <br />$300 million in new value, 5.000 new jobs with annual payroll of $400 million, 500 new <br />housing units and a significant increase in local, state and County taxes. <br />f. Existinq Resources - EPA Grant funds, Met Council Clean up funds and Met Council <br />Planning funds and TIF.
