<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />NOVEMBER 25,2002 <br /> <br />6 <br /> <br />. <br /> <br />MOTION: Council Member Grant moved and Council Member <br />Aplikowski seconded a motion to amend Planning Case No. <br />02-29: The Davidson Companies, Inc., Special Use Permit, <br />1240 County Road E West by substituting language providing <br />for a curb cut on County Road E, if used as a right turn exit <br />only, with approval from Ramsey County. <br /> <br />Council Member Larson noted he did not agree with the amendment because a <br />curb cut was a decision that the City had a right to grant Or deny, and while it was <br />a County street, it was the residents who had to deal with the additional curb cut. <br /> <br />The amendment carried (3-2). (Council Member Larson and Mayor Probst). <br /> <br />The main motion as amended carried (5-1). (Council Member Larson). <br /> <br />B. <br /> <br />Authorize distribution of letter to the GSA and Army. <br /> <br />. <br /> <br />Council Member Rem expressed concern about signing the letter at this time. She <br />stated Representative McCollum had requested a 30 day extension in the surplus <br />screening for the TCAAP site. She requested this be tabled to a later date. She <br />stated it was her understanding that they still had time to act on this. <br /> <br />Mayor Probst stated there was a potential time situation on this item and he did not <br />see that the delay of the 30 day screening process had any affect, but not sending it <br />in could affect the City. <br /> <br />Mr. Lynch noted they were required to respond by December 8, 2002, unless they <br />requested an extension. He stated they were aware the City was interested in the <br />property, but they still needed a letter indicating an early transfer authority. <br /> <br />John Hink, Glen Rehbein Excavatinl!, stated the City had a 20 day timeline to <br />express a formal interest in the property. He noted this was simply a formality and <br />the City could submit the letter anytime prior to the deadline. <br /> <br />Council Member Aplikowski stated she had a conversation with Representative . <br />McCollum today in which Representative McCollum requested they not sign the <br />
