<br />"\ <br /> <br />ARDEN HILLS SPECIAL CITY COUNCIL MEETING MINUTES <br />Truth in Taxation <br />DECEMBER 2, 2002 <br /> <br />2 <br /> <br />. <br /> <br />Accountant/Treasurer replied indicated the $75,000.00 grant proceeds would also <br />be applied to these expenditures. <br /> <br />Thomas Reader <br />1443 Arden View Drive <br />Mr. Reader questioned street maintenance, and asked if some projects had been <br />deferred over the past few years and now the City was trying to "catch up". He <br />suggested the City discontinue applying so much salt/sand to streets in the winter <br />season. <br /> <br />Mayor Probst said the reason the Pavement Management Program (PMP) did not <br />move forward is because of disagreement over which projects should be <br />completed and implications resulting from resolution over these issues. <br /> <br />Councilmember Rem stated the PMP Schedule for the next four to five years was <br />mentioned in a past issue of the City Newsletter, Arden Hills Notes. . <br /> <br />Councilmember Grant reminded the audience that the Ramsey County Public <br />Works applies salt/sand on numerous County roads within Arden Hills, as well. <br /> <br />Thomas Mulcahy <br />3530 Sims Court <br />Mr. Mulcahy asked what the tax base percentage was for cormnercial and <br />industrial properties. He asked for an explanation of the Planning and Zoning <br />expenditures. He asked why there was a Public Works capital expenditure listed. <br /> <br />Accountant/Treasurer Post answered by saying the valuation split for cormnercial <br />and industrial was about 50/50; the primary increase of Planning and Zoning <br />expenditures were a result of the additional salary allocations; the Public Works <br />reported outlay was mostly for street improvements, and 2002 was an "off year" <br />for Public Works vehicle capital purchases. <br /> <br />Councilmember Larson asked why the City of Blaine had such a very low tax <br />capacity. <br /> <br />. <br /> <br />Accountant/Treasurer Post explained that most of Blaine lies within Anoka <br />County and only a small portion is in Ramsey County. <br />
