<br />Memo to Planning Commission <br />Planning Case #02-33 <br />Page 2 of 4 <br /> <br />. <br /> <br />Background <br /> <br />The applicant, Manufacturer's Services, first contacted the City regarding the expansion <br />oftheir nitrogen tanks in October. They have been located at 4300 Round Lake Road <br />since August of 1997, as stated in their letter (Attachment I). As a contract manufacturer <br />of electronic printed circuit boards, Manufacturer's Services uses liquid and gaseous <br />nitrogen to process these boards. Screening <br /> <br />The Arden Hills Zoning Ordinance States in Section VI, E, 4, I (Screening of Mechanical <br />and Operating Equipment): <br /> <br />Screening shall also be provided where mechanical operating equipment is <br />located on the ground or on the roof of the premises; such screening shall be <br />constructed and located so as to prevent direct view of said equipment. <br />Mechanical operating equipment shall include all exterior devices used to service <br />the building or its occupants, including but not limited to the electrical, HVAC, <br />plumbing, communications (including telephone and dish antennae) and storage <br />tanks. <br /> <br />Currently, there are nitrogen storage tanks of 3,000 and 1,500 gallons and a vaporizer <br />which are enclosed in a screening of chain link fence with cream/beige colored slats <br />(Attachment 3). The applicant is proposing to remove the 1,500 gallon tank, site the <br />3,000 gallon tank in the place of the 1,500 gallon tank, place a new 23-foot high <br />vaporizer in the place of the 3,000 gallon tank, and place a new horizontal 13,000 gallon <br />tank to the south of the current tank and vaporizer. The new nitrogen storage tank would <br />be placed on a concrete slab and would be contained inside an extended screening <br />enclosure, <br /> <br />. <br />
