As a quick introduction, I am the Site General Manager in Arden Hills and work
directly with Sue on an ongoing basis.

My interest today is in providing some background to the work we are doing and the reason for our request to the city.
Most specifically, I want to make certain we are doing all we can do to present the needs driving our application and to
make certain we are fully prepared for the December 4 meeting with the Planning Commission. The timing on this
project is extremely critical to our company and to one of our customers.

Our company is an Electronic Manufacturing Service (EMS) provider. As a high level sllIIlJDar)', this means we provide
assembly and test services for many ditTerent electronic companies. Our customers include companies such as
Rockwell, Honeywell, and PALM. We currently employ over 500 associates in our Arden Hills facility and have been
abte to mainlain our employment levels and operations in spite of the extreme competition in our marketplace. The
main reason for our site's stability bas been our flexibility and ability to accommodate changing customer
requirements.

.

This is the crux of our current situation. One of our potential key customers in the coming year has created a significant
increase in the volwnes of Nitrogen that we use in the assembly operations. This customer came to us from another
U.S. operation which was not able to operate profitably in the current economic environment The increased volume
from this customer is not only expensive to produce using CWTent equipment, but has significantly increased the
frequency of nitrogen delivery (now nmning at every 16 hours). ill addition, we are nmning on the ragged edge of the
current delivery capabilities of the system and are experiencing manufacturing shut-downs on a daily hasis. Our
customer's demands are projected to increase steadily in the next few months, We will not be able to meet these
demands with the current equipment

The summary of our situation is that if we don't successfully complete this project we stand a very real chance of
losing this customer and the associated jobs. 'The risk of losing this customer and 80 associated jobs is very real. If we
are not able to produce to their schedule they will not wait long to move the business elsewhere. We are very proud of
our site's success and our ability to keep a stable manufacturing base. Again, I want to make certain we are doing
everything in om power to represent omselves and our situation.

MANUFACTURERS' SERVICES
CENTRAL US.
