.

.

.

North Heights Lutheran Church for the past 12 years has operated a Kindergarten through
8th grade school on its Roseville campus as North Heights Christian Academy. The
original vision for the Academy was as a Kindergarten through 12th grade school.

The Academy started slowly by adding grades as enrollment demanded. During the last
six years parents have expressed a desire for the Academy to expand into the high school
grades. The intent has been to begin adding one grade per year on the Roseville campus.
However, enrollment at the lower grades has outpaced expectations and available space '
on the Roseville campus is now limited. The church is developing a building plan to
increase classroom space on the Roseville campus within the next four to six years to
accommodate the Academy.

NHLC is requesting this Special Use Permit (SUP) to use existing facilities on the Arden
Hills campus to start the High School. The Family Life Center completed in 1998 has 9
classrooms on the lower level (see-attached plan) built to code specifications fur high
school classroom requirements. There will be no construction either new or remodeling
of the existing facilities.

The plan is to start with 9th and possibly lOth grade and add one grade per year. First year
enrollment is anticipated to be 8 students in 9th grade and 4 in 10th grade and is projected
to grow to approximately 86 students by the end of it's fourth year in 2007. The High
School would utilize existing space for classrooms, gymnasium, and music education,
and would collaborate with one of the local colleges for natural science lab work.
