The proposal includes a series of meetings between Council and staff to discuss
vision, goals, communication, improving relationships, and role and responsibility clarification.
The proposal is based upon the meetings being inter-related and serial; although council can pick
and choose between the three sessions. However, Session #1 is the building block and is the one
meeting that City Council should strongly consider.

Cost
To date we have spent $1,994 on City Council and staff meetings with the retreat consultant to
discuss the agenda, process, and timing. Staff has identified the cost related to each of the
individual sessions as well as indicated the total cost (including the money spent to date). The
total 2003 City Council retreat budget is $3,500. Even if Council chooses to do only Session #1,
we will be over the 2003 retreat budget. Council had previously indicated that they were willing
to look at making expenditures over the budget in order to get the right results from a City
retreat.

Session
Session I
Session II
Session III

Session Cost
$2,000
$1,600
$1,000

Total Cost
$3,994
$5,594
$6,594

Schedule
The dates for two of the three sessions have been identified. The dates were chosen based on
previously scheduled Council meetings, vacation schednles, holidays, and staff availability.
