We are very appreciative of the suPPOrt this proposal has received <br />(Q dme from both the Arden Hills Parks and Tr~ils Committee and the Planning Committee, We <br />look forward to the City's approval of the proposed amendment. <br /> <br />In the County's Proposed Amendmenr 10 the Rice Creek North Regional Trail Masur Plan <br />currently before the City Council. the 49 acre corridor is presented as tWO parcels referred to as <br />parcel C and parcel D. Parcel D is intended to depict that portion of the 49 acres which IS the <br />Army's site C contamination site. lt has been brought to our attention that there IS some <br />confusion surrounding the reasonS for separating the two parcels. <br /> <br />tn the text of the COUnty proposal (see second paragraph on page 2) it says the following. ." <br />"The area of contarr-'~ation (Parcel D) will be remediated by the U.S. Department of the Army In <br />accordance with the standards agreed upon by the Annt'and the Environmental Protection <br />Agency. Activities are underway to cleanup contaminants on lhs site." Indeed, Ramsey Coumy <br />and the DNR have been talking with the MN. Pollution Control Agency regarding the best way to <br />clean the site in order to assure that site C (Parcel D) can ultimately serve the functions of the <br />Wildlife corridor. <br /> <br />The intent of the County's tWO parcels approach is that the County would recei ve trJnsfer of <br />Parcel C ( the clean portion) through the National Park Services's Lands to Parks Progr~m early <br />in the land transfer process. Meanwhile Parcel D (site C) would be retained by thc I"cderal <br />government with the Army doing the cleanup until finished to Record of Decision ,tandjrds. <br />Once the cleanup is accomplished to meet. at a minimum, Record of Decision cntena.
