<br />STATE OF MINNESOTA <br />COUNTY OF RAt~SEY <br /> <br />CITY OF ARDEN HILLS <br /> <br />Resolution No. 84-9 <br /> <br />RESOLUTION OPPOSING PROPOSED LEGISLATION <br />REQUIRING PUBLICATION OF ALL COUNCIL PRO- <br />CEEDINGS IN OFFICIAL NEWSPAPER <br /> <br />. <br /> <br />WHEREAS, a section of H.F. 1302 would require every <br />city to publish all councl I proceedings In the official news- <br />paper, and <br /> <br />WHEREAS, the Arden HI I Is City Council, at Its meet- <br />Ing on March 12th, discussed the Impact this proposed legis- <br />lation would have on the City of Arden Hills; <br /> <br />NOW, THEREFOR~ BE IT RESOLVED that the Arden Hills <br />City Councl I strongly opposes said proposed legislation for <br />the fol lowing reasons: <br /> <br />I. The time and cost Involved In publishing <br />summaries of Councl I proceedings and list- <br />Ing claims In excess of $100 far outweighs <br />any publIc benefit. Printing costs alone <br />of 52.7~ per listed claim and 42.9~ per <br />printed line of about ten words, results In <br />an estimated cost of $79/month for publlsh~ <br />Ing claims and Sl89/meetlng for publish- <br />Ing agendas and proceedings. <br /> <br />2. A reporter from the official newspaper attends <br />all Council meetings. and summarizes Council <br />proceedings In a front page article. <br /> <br />3. The format of legal notices Is less likely <br />to be read. <br /> <br />4. Distribution of legal newspaper Is quite <br />sma' I. <br /> <br />5. The Arden HI lis Newsletter Comm~ttee prepares <br />a Town Crier (10 Issues per year) which is <br />mal led to every resident and business in Arden <br />Hills, and provides more than adequate publi- <br />cation of Councl I proceedings. <br /> <br />BE IT FURTHER RESOLVED that copies of this resolution <br />be forwarded to Senator Frederic Knaak, Representative Tony <br />Bennett and Representative John Clawson. <br /> <br />Passed by the Arden HI lis City Council this 12th day <br />of March, 1984. <br /> <br />. <br /> <br />~~~~~~~>-- <br />obert L.
