<br />~ ',. <br /> <br />. <br /> <br />. <br /> <br />STATE OF MINNESOTA <br /> <br />COUNTY OF RAMSEY <br /> <br />CITY OF ARDEN HILLS <br /> <br />RESOLUTION NO. 83-25 <br /> <br />RESOLUTION AUTHORIZING SANITARY SEWER CONNECTION TO <br />THE NEW BRIGHTON SANITARY SEWER SYSTEM <br /> <br />WHEREAS, the trunk sanitary sewer system of the City of <br />Arden Hills (the "City") between Interstate Highway No. 694 and <br />the south corporate limits of the City (i.e., District W) has <br />been determined in the Arden Hills Comprehensive Sewer Policy <br />Plan ("CSPP") to be inadequate, and <br /> <br />WHEREAS, such inadequacy in that portion of the City's <br />trunk sanitary sewer system which runs through District W is <br />because of sewage flows from District NC as indicated in the <br />CSPP, and <br /> <br />WHEREAS, sewage flows from District NC are pumped three <br />(3) times in the City before reaching the Metropolitan inter- <br />ceptor in Roseville, and <br /> <br />WHEREAS, the developable area of District NC is approxi- <br />mately 1,100 acres, the ultimate average daily flow through <br />District NC is estimated to be 0.793 M.G.D. (i.e., 793,000 <br />gallons per day), and the estimated peak flow is 4.1 cubic feet <br />per second, (based on a 3.3 peak flow,factor), and <br /> <br />WHEREAS, the projected flows from District NC are as <br />follows: <br /> <br /> Population <br />.!.!.!.!: Equivalent Average Flow M.G.D. Peak Flow C.F.S. <br />1980 ,2844 0.284 1.58 <br />1985 5033 0.503 2.80 <br />1990 5749 0.575 3.20, and <br /> <br />WHEREAS, it is anticipated that trunk sanitary sewer <br />capacities in District W will have to be increased by 1984 if <br />District NC continues to flow into District W, and <br /> <br />WHEREAS, a gravity sanitary sewer diverting sewage flows <br />from District NC to New Brighton would eliminate the need for <br />Sewer Plumping Station No. 10 in the City and the need for further <br />pumping of sewage from District W, resulting in a saving of elec- <br />trical energy and other operation and maintenance costs, and <br /> <br />WHEREAS, in the City's report entitled "Proposed New <br />Brighton Sanitary Sewer Connection", dated August 18, 1981, a <br />copy of which is attached hereto, it was shown that Plan B--the <br />plan therein which proposed the construction of a gravity sewer <br />to New Brighton--provided a long-term savings to the City of <br />approximately $325,000.00, and <br /> <br />WHEREAS, the City'e Council approved Plan B at its meeting <br />on August 31, 1981, and <br /> <br />WHEREAS, the City's Sewage Plumping Station No.2 in <br />District W will have to be rebuilt by 1983 if the projected flows <br />from District NC shown above occur, and <br />
