<br />STATE OF MINNESOTA <br /> <br />COUNTY OF RAMSEY <br /> <br />CITY OF ARDEN HILLS <br /> <br />RESOLUTION NO. 86-29 <br />RESOLUTION ESTABLISHING STREET LIGHTING POLICY <br /> <br />WHEREAS, the LEAA Street Lighting Projects Report states: nWell lit <br />streets may reduce the fear of crime, but there is no statistically significant <br />evidence that street lighting reduces crime itself,n and <br /> <br />. <br /> <br />WHEREAS, the majority of vehicular accidents occur during the daylight <br />hours, and <br /> <br />WHEREAS, accident rates show only a modest decrease with intersection <br />lighting. <br /> <br />NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARDEN <br />HILLS, that following policy be adopted, recognizing that unusual conditions or <br />circumstances may require exceptions: <br /> <br />1. Street lighting will not be provided at City expense for crime <br />prevention in residential areas since it is of no proven usefulness. <br /> <br />2. Street lighting at intersections may be provided if the following <br />criteria are generally met: <br /> <br />a) An Arden Hills street or private road with a daily usage of over <br />500 cars per day intersects a county or state road. <br /> <br />b) An intersection of two Arden Hills streets or a private road <br />where one carries over 500 cars per day and the other over 2,000 <br />per day. <br /> <br />c) Intersections and crosswalks of distinctly unusual visual <br />vehicular problems. <br /> <br />d) Where the visibility along one of the intersecting roads is less <br />than 150 feet. <br /> <br />3. Street lighting may also be used where there are distinctly unusual <br />safety problems, such as sharp curves, difficult to anticipate <br />topographical considerations or other particularly dangerous physical <br />problems which would be clearly mitigated by lighting. <br /> <br />4, Vehicular activity may be estimated by judging the number of houses <br />which would use a collector street and multiplying by seven, or by an <br />actual vehicle count. <br /> <br />5, Applications are to be reviewed by the Public Safety/Works Committee. <br /> <br />79-52. <br /> <br />BE IT FURTHER RESOLVED. that this policy supersedes Resolution No, <br /> <br />. <br /> <br />Passed by the Arden Hills City Council this 9th day of June of 1986. <br /> <br />~~d,h~ <br /> <br />'R bert L.
