.

.

Council member Sather asked about the feasibility of a pipe
connection to Shoreview at County Road E as an alternative to the
water tower. Engineer Liebenow explained that the Shoreview
water connection would not take the place of the proposed tower
noting that at an approximate cost of $300,000.00 per well it
would not make economic sense to make this connection. He
pointed out to the Council that the City would have to buy into
the Shoreview well system and that in order to achieve a rate of
3,000 gallons of water per minute, the City would need three
wells plus a back-up well for its water needs.
Engineer Liebenow explained to the Council that the City's
water system was originally designed for two towers back in the
1960' s. Upon being queried, he advised that the majority of
water consumption--on peak days--is in the southern part of the
City.

Council member Hansen compared Shoreview water ("hard")
with the City's water ("soft"). She felt that any possible water
connection to Shoreview would be for emergency water only;
Shoreview would not be a general water source.
Thomas Mulcahy, a former Council member, admonished the
Council to analyze the need for another water tower before
deciding to construct one. He felt that the City should obtain a
second engineer's opinion and explore alternate ways to store
water. He pointed out that the Roseville-Arden Hills water
contract permits the purchase by the City of water from others.
He expressed his concern about the City's spending a large amount
of money for a water tower without adequate data.

- 2 -
