MAHOWALD FOR <br />HIS YEARS OF SERVICE TO THE CITY OF ARDEN <br />HILLS <br /> <br />WHEREAS, Thomas A. Mahowald has faithfully and diligently served <br />the City of Arden Hills for 4 years; and <br /> <br />WHEREAS, he has been very responsible to the residents and <br />business community; and <br /> <br />WHEREAS, Thomas A.
