MUNICIPALITIES FOR CXHnTl'EE INVESTIGATIN3 AND <br />REPCR'l'IH3 OF CXH:lOLIIlATION OF SERVICES <br /> <br />WHERElIS, The 1991 Minnesota Legislature established a Ramsey County IDeal <br />Goverrnnent Services study O:mnnission (R.CJJ;SSC) to "report on the advantages <br />and disadvantages of sharing, cooperating, restructuring, or =nsolidating..." <br />activities in five areas of public service including: public health, <br />attorney's functions as they relate to criminal law, libraries, public works, <br />and police communications, crime lab and investigative functions; and <br /> <br />WHERElIS, The composition of the twenty-five member ccxmnission was diverse, <br />including a balance of public and private, and st. Paul and suburban <br />interests; and <br /> <br />WHERElIS, The O:mnnission' s re=mmenclations concerning public works includes <br />adoption of a plan f= functional consolidation of roadways within Ramsey <br />County; and <br /> <br />. <br /> <br />WHERElIS, The consolidation plan provides for reclassification of roadways and <br />==esponding changes in jurisdiction including tnmk highway turnbacks from <br />the state to Ramsey County and transfer of local and state Aid roadways <br />between the County and municipalities; and <br /> <br />WHERElIS, The plan also provides $3.13 million for the ilnprovement of roadways <br />to acceptable levels prior to transferring jurisdiction over roadway segments <br />from Ramsey County to municipalities; and <br /> <br />WHERElIS, The plan also provides for establishment of appropriate County state <br />Aid Highway and Municipal state Aid designations; and <br /> <br />WHERElIS, The plan causes operations, maintenance, service, and financial <br />:i111pacts to municipalities within Ramsey County. <br /> <br />!Of, THEREFORE, BE IT RESOLVED that the City of Arden Hills requests that the <br />O:mnnissioner of Transportation increase the portion of its municipal roadway <br />system that is eligible for Municipal state Aid (MSA) designation to 40 <br />percent to accormnodate the additional mileage placed under its jurisdiction as <br />a result of the consolidation plan, and <br /> <br />BE IT FURl'HER RESOLVED that the City requests that the O:mnnissioner of <br />Transportation grant a variance regarding proposed =nsolidation initiatives <br />which allows removal of roadways from the MSA system without incurring <br />penalties set forth in governing MSA rules. <br /> <br />P1\SS!D AND A00l'~'J!iI.)
