<br />. <br /> <br />. <br /> <br />. <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br /> <br />CITY OF ARDEN HILLS <br /> <br />RESOLUTION NO. <br /> <br />88-29 <br /> <br />RESOLUTION SUPPORTING COMMUNITY ACCESS MANAGEMENT <br />BY A NON-PROFIT CORPORATION <br /> <br />WHEREAS, the City of Arden Hills (hereinafter "City") recognizes <br />the functions that community access on a cable communications system can <br />perform in serving the communications needs of the variety of community <br />organizations, institutions and individuals, and in enriching the cable <br />subscribers/viewers by providing information about community events and <br />resources plus an awareness of the scope and dynamics of activity within <br />the ten-city area, and <br /> <br />WHEREAS, the North Suburban Cable Commission (hereinafter <br />"Commission") is authorized to act on behalf of the City through a joint <br />and cooperative agreement to oversee and administer the franchise that the <br />City has granted to Cable TV North Central, and <br /> <br />WHEREAS, the Commission has completed a thorough study of <br />community access which studyls main conclusions include that community <br />access would best be managed by a non-profit corporation rather than by <br />the cable communications company, and that Cable TV North Central has <br />failed in its efforts to provide the proper mix of resources to support <br />and produce a successful access operation; <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT the City directs its <br />Commission representative to support the Commission's negotiations to <br />effect the orderly transfer of community access management functions and <br />resources from Cable TV North Central or its successor to a non-profit <br />corporation which responsibility it is to promote the community access <br />opportunities and to manage resources provided for same in the ten-city <br />area, and which will have sufficient funds to perform its duties; and <br /> <br />The City directs its Commission representative to report the results of <br />negotiations to the City for review and appropriate action. <br /> <br />Passed by the Arden Hills Council this <br />1988. <br /> <br />/ a fA day of <br /> <br />~~/)~, <br /> <br />/) <br />II{r#~v/tC:,A2J~P;T~ <br />'I 1L~ <br />Robert L.
