<br />. <br /> <br />. <br /> <br />c <br /> <br />. <br /> <br />STATE OF MINNESOTA <br /> <br />COUNTY OF RAMSEY <br /> <br />CITY OF ARDEN HILLS <br /> <br />RESOLUTION NO. 87-73 <br /> <br />RESOLUTION URGING REPEAL OF THREE PERCENT LEVY LIMIT LAW <br /> <br />WHEREAS, the levy limits, together with increasing costs of <br />state and federal mandates, and decreasing federal and state aid, force <br />cities to cut local services; and <br /> <br />WHEREAS, the levy limits cause cities to dip into reserve <br />funds, lowering their reserve levels and encouraging debt; and <br /> <br />smaller <br />them an <br /> <br />WHEREAS, the <br />communities, many <br />unrealistic base for <br /> <br />levy limits are especially <br />of which had very low levies <br />the three percent limit; and <br /> <br />difficult for <br />in 1987, giving <br /> <br />WHEREAS, the Department of Revenue has given the appeals <br />provision of the levy limit law a narrow interpretation, denying appeals <br />for cost increases for such mandated programs as Pollution Control Agency <br />permits, election costs, and road turnbacks; <br /> <br />Arden <br />repeal <br />cities. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Hills that the members of the Minnesota Legislature are requested to <br />state legislation establishing the three percent levy limit on <br /> <br />Adopted by the Arden Hills City Council this 14th day of <br />December, 1987. <br /> <br /> <br />/:'/~"'4/}""'" <br /> <br />Woodburn, Mayor <br /> <br /> <br />atricia rison <br />Clerk Administrator <br />
