<br />. <br /> <br />. <br /> <br />. <br /> <br />STATE OF MINNESOTA <br /> <br />COUNTY OF RAMSEY <br /> <br />CITY OF ARDEN HILLS <br /> <br />RESOLUTION NO. 87-49 <br />RESOLUTION RATIFYING SCHEDULING OF PUBLIC HEARING ON SPECIAL ASSESSMENTS <br />FOR DELINQUENT UTILITY BILLS, DISEASED TREE REMOVAL, AND <br />ROSEVILLE WATER CONNECTION <br /> <br />WHEREAS, Chapter 473 of the 1986 Session Laws modifies the <br />statutorily mandated procedures for giving notice of special assessments <br />effective April 2, 1986, and <br /> <br />WHEREAS, failure to comply with that law could jeopardize the <br />validity of an assessment, and <br /> <br />WHEREAS, that law now requires that mailed notice be sent to the <br />property owner which sets forth certain required information including the <br />amount of the assessment against the particular parcel of land owned by the <br />owner, sets forth new requirements for the published notice of such <br />assessments, and repeals the former requirement that the published notice <br />contain the entire assessment roll, and <br /> <br />WHEREAS, under the new law, hence, the City must notify-- by <br />mailed and published notice--property owners who have failed to pay water and <br />sewer bills, have had diseased trees removed from their properties, and/or have <br />had their properties connected to the Rosevil1e water system, <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />ARDEN HILLS, that the Council meet at the City Hall, 1450 West Highway 96, in <br />the City, on September 14, 1987, at 8:30 o'clock p.m. for the purpose of <br />holding a public hearing to adopt and confirm special assessments for <br />delinquent utility bills, diseased tree removal, and the Roseville water <br />connection. <br /> <br />BE IT FURTHER RESOLVED that the Clerk Administrator be authorized <br />and directed to cause notice of the time, place and purpose of said public <br />hearing to be published in the official newspaper of the City, the New Bri~hton <br />Bulletin, in the manner specified in Chapter 473 of 1986 Session Laws and to be <br />mailed to affected property owners in the manner specified in Chapter 473 of <br />1986 Session Laws and to be mailed to affected property owners in the manner <br />specified in that Law, which notices shall be substantially in the forms <br />attached hereto as Exhibits "A-l and "A-2" for delinquent water and sewer <br />bills, "B-1 and "B-2" for diseased tree removal, and "C-l" and "C-2" for the <br />Rosevi1le water connection. <br /> <br />1987. <br /> <br />Adopted by the Arden Hills City Council this 31st day of August, <br /> <br />P.~JJ~hv1-4-/ <br /> <br />::be~t L.
