<br />. <br /> <br />Concept: The study will use smart-growth principles to create a subregional network of livable <br />communities through phased development, redevelopment and revitalization strategies that align <br />land use patterns with multi-modal transportation network development and coordinate city <br />comprehensive plans at the subregional level. <br /> <br />Scope: The smart growth build-out study is a next step toward subregional redevelopment and <br />development into transit-oriented neighborhood comers, transportation-balanced town centers, <br />and mixed-use subregional activity centers. This multi-component study will involve seven <br />cities and seek to coordinate with other government units, nonprofit organizations and business <br />firms. It will assume a 20-year planning window with three- to five-year implementation <br />timeframes, In addition to developing a preferred subregional built-out option, the study will <br />address land use and transportation policies and principles; public funding mechanisms, <br />processes, and timeframes; public-private financing mechanisms; and recommendations for a <br />strategically phased implementation plan, <br /> <br />. <br /> <br />The study will assume the subregion acts as an interrelated network of local economies, natural <br />resources, infrastructure systems, human development programs, and residential neighborhoods, <br />The elements of the subregional network will bc analyzed as they relate to one another within the <br />context of the region, The study will seek to maximize benefit of public research funds by <br />conducting this pre-development activity in consultation with such studies as the SI. Croix <br />Valley Transportation and Land Use Study, the Transportation and Regional Growth Study, the <br />Transit-Oriented Development Handbook, the Transit Sector Service Study, and the Regional <br />Transportation and Growth Study supported by the Minnesota Department of Transportation, <br />Further, the Coalition will coordinate its activities with other surrounding and/or linking transit <br />corridors and organizations, e.g., Rush Line Corridor and North Star Corridor. <br /> <br />. <br /> <br />The build-out study may include and will not bc limited to the tasks listed below, <br />. Preparation of build-out options based on current city comprehensive plans and <br />zoning codes, <br />. Assessment ofland use capacities within the corridor using livable community and <br />smart growth principles. <br />. Expansion and refinement of the Coalition's socioeconomic data base to support <br />study analysis, to provide a common data baseline for city comprehensive plans, to <br />help ensure accurate profiles oflower income households, to provide improved data <br />for use in regional modeling, and to better inform decision-making. <br />. Development of a subregional, multi-modal transportation model that ineorporates <br />current smart growth principles and modeling strategies, <br />. Subregional market analyses oflivable community development types, <br />. Coordinated planning and programming of multi-modal transportation projeets to <br />ereate movement networks that inerease mobility, <br />. Development of a preferred build-out option the integrates regional planning goals <br />with loeal planning needs, <br />. Identifieation of development and transportation phasing and financing strategies that <br />will facilitate implementation of the preferred build-out option, <br />. with recommended ways in which these models can be adapted for implementation <br />in Minnesota at the subregional scale, <br /> <br />9 <br />
