<br />. <br /> <br />. <br /> <br />Because of its size, scale, and location, the Coalition has significant influence on a wide range of <br />regional systems, Growth in the subregion over the next twenty-year period could easily range <br />between 60,000 t070,000 people, with 10,000 to 15,000 new or redeveloped housing units and <br />40,000 new jobs. <br /> <br />Environment <br />Most of the land within the Coalition is situated in the bed of Glacial Lake Fridley. The northern <br />portion of the subregion is part of the Anoka Sand Plain and relatively flat terrain, wetlands, and <br />sandy soils characterize its topography, The southern portion contains glacial moraine known as <br />the North Ramsey Mounds and is characterized by pocket lakes and wetlands. Rice Creek runs <br />through the middle of the Coalition, providing a natural resource and habitat connection to the <br />Mississippi River. <br /> <br />The number of lakes and wetlands within the subregion create numerous opportunities to protect, <br />enhance, and celebrate the environment. City and county governments have set aside significant <br />park and recreational land-such as Tony Schmidt County Park-and established connections to <br />regional systems through Long Lake, Rice Creek, and Snail Lake Regional Parks, <br /> <br />. <br /> <br />The same natural features which provide these water amenities also present a challenge in terms <br />of environmental contamination and brownfield clean-up, The Twin Cities Army Ammunition <br />Plant (TCAAP) has been targeted for clean-up and transition to commercial and residential <br />development, as well as active and passive recreational open space, Similarly, old industrial <br />sites in Arden Hills, New Brighton, and Roseville are being cleaned and reclaimed for productive <br />use, <br /> <br />Transportation <br />The Coalition is cut by a number of major roads. The largest, 1-35W and 1-694, intersect in the <br />middle of the subregion at the border of Arden Hills and New Brighton. Additionally, Highway <br />36 runs through Roscville, Highway 65 mns through Blaine, old Highway 10 bisects Mounds <br />View, and the new Highway 10 cuts through the corners of both Blaine and Mounds View, An <br />important network of county roads cover major portions of the Coalition geography, providing <br />critical secondary road system miles that both relieve the freeways and serves to connect <br />subregional centers, <br /> <br />With the high number of lakes, wetlands, and parks scattered throughout the subregion, Coalition <br />cities have made a concerted effort to link these amenities through an integrated trail system, <br />Some, like Blaine and Shoreview, have focused initially on linking trails within their own <br />communities; others-Arden Hills and New Brighton-have worked together to connect trail <br />systems between their individual cities, <br /> <br />. <br /> <br />A baseline study of major arterials through the subregion indicates that 35W experiences <br />directional congestion during peak hours, but has available capacity for additional traffic in off- <br />peak hours and in the non-peak direction, This implies that there is a jobs-housing imbalance <br />within the region and that there is potential to capture commuter trips during the weekdays, <br />Traffic volume growth north of the subregion, which is historically between 4 and 6 percent <br /> <br />3 <br />
