<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />Agenda Item 6.C <br /> <br />January 9, 2003 <br /> <br />TO: <br /> <br />Mayor Beverly Aplikowski <br />Council Member David Grant <br />Council Member Gregg Larson <br />Council Member Lois Rem <br />Joe Lynch, City Administrator <br /> <br />FROM: <br /> <br />rl <br /> <br />Aaron Parrish, Community Services Director <br /> <br />SUBJECT: TCAAP Update <br /> <br />The following highlights pertinent TCAAP reuse activities since the last update: <br /> <br />· As a follow-up to e-mails sent this week, there will be a City Council I Development Team <br />meeting this Friday. the primary focus of the meeting will be to discuss current TCAAP <br />issues from the Development Team's perspective. The meeting will also allow Council to <br />ask and TCAAP related questions that they may have. I have attached the December 26th, <br />2002 "TCAAP Update" highlighting a number of contemporaneous TCAAP issues. <br /> <br />· The regularly scheduled Development Team meeting occurred on Tuesday Janaury 7th. 2003. <br />Meeting minutes are attached for your review. The next meeting is scheduled for Tuesday <br />January 2l't, 2003. <br /> <br />· Staff continues to work with the Ramsey County Parks Department and the Development <br />Team regarding the Wildlife Corridor issue. We appear to be moving toward a mutually <br />beneficial solution for all parties. It is anticipated that this item will appear on the January <br />21,2003 Council Work Session Agenda. <br /> <br />· It is anticipated that DSU will convene the Advisory Panel sometime near the end of January <br />or early in February. Phase I, background studies, research, analysis, and mapping are nearly <br />completed. Once completed, the Council will be asked to provide an assessment of the <br />planning process to date, and make a determination on whether to proceed to Phase II which <br />includes visioning, goals, and policies. The primary objective of Phase II is to allow the <br />Council to establish its "vision" for the TCAAP property. As such, this is the most critical <br />phase of the planning process. <br /> <br />· Staff received a call from a lrondale/Mounds View Youth Hockey Board representative. <br />They are potentially interested in pursuing a collaboration with interested entities to construct <br />a hockey arena on the TCAAP property. Potential participants could include the Youth <br />Hockey Program, Ramsey County, the School District, and Bethel College among others. <br />Additional information will be provided as or ifit becomes available. <br />
