Increases in <br />traffic noise between the 2020 No-Build and 2020 Build conditions range <br />from 1 to 2 decibels. Noise levels at Reeeptors I, 2, 4, 5 and 6 currently exeeed state <br />daytime standards and will continue to do so with both the 2020 No-Build and Build <br />Alternatives. Noise levels at Receptor 7 are currently just below state daytime standards <br />and will be at state daytime standards for the 2020 No-Build Alternative, and just above <br />these standards for the 2020 Build Alternative <br /> <br />Nighttime noise standards are currently exceeded at Receptors 1-8, and will continue to be <br />exceeded with the 2020 No-Build and Build Alternatives. Violation of the more stringent <br />nighttime standards is common in developed urban and suburban areas, because the <br />"nighttime" period is defined by the MPCA as including the 6:00 a.m. to 7:00 a.m. hour, <br />which is the beginning of the morning rush hour. <br /> <br />Park Receptor (R9) <br /> <br />Daytime and nighttime noise levels at R9 are predicted to increase by up to 2 decibels over <br />existing levels with the No-Build and Build Alternatives. Build noise levels are predicted <br />to be up to I decibel higher than No-Build noise levels at R9. State daytime noise <br />standards will not be exceeded at R9 for the No-Build or Build conditions. <br /> <br />Conclusions <br /> <br />As stated previously, it takes a doubling of traffic volumcs to rcsult in a pereeptible <br />(3 dBA) increase in noise. The increase in Build peak hour traffic volumes over No-Build <br />volumes will not increase noise levels by perceptible amounts (less than 3 dBA) compared <br />to No-Build levels. Therefore, no noise mitigation is being considered in conjunction with <br />the proposed project. <br /> <br />25.
