From staff's perspective, it would be preferable to retain DSU to <br />facilitate/conduct the planning review for the following reasons: <br /> <br />1. To the extent that this proposal has implications for adjaeent TCAAP property and the <br />TCAAP pI arming process, DSU would be better equipped to deal with the review than <br />city staff. <br />2. Given the City's potential location within the facility, DSU would be in a better position <br />to provide an objective analysis than city staff. <br /> <br />If the Council is comfortable with this approach, staff will place this on the next Council meeting <br />agenda. <br /> <br />Financial.lInulications <br /> <br />It is anticipated that DSU would bill the City on an hourly basis for services provided in <br />conjunction with the Ramsey County Public Works Facility plan review. Given the uncertain <br />scope of review at this point, an aceurate estimate is not available at this time. <br /> <br />Like most pi arming cases, it is antieipated that the County will submit an escrow amount that the <br />City will charge any direct expenses against. Accordingly, it is anticipated that the use of DSU <br />in this instance will be expenditure neutral. If for some reason the escrow amount is waived or <br />reduced by the Council, funds from the TCAAP Special Revenue eould be utilized. <br /> <br />Requested Action <br /> <br />.
