From staff's perspective, it would be preferable to retain DSU to facilitate/conduct the planning review for the following reasons: 1. To the extent that this proposal has implications for adjaeent TCAAP property and the TCAAP pI arming process, DSU would be better equipped to deal with the review than city staff. 2. Given the City's potential location within the facility, DSU would be in a better position to provide an objective analysis than city staff. If the Council is comfortable with this approach, staff will place this on the next Council meeting agenda. Financial.lInulications It is anticipated that DSU would bill the City on an hourly basis for services provided in conjunction with the Ramsey County Public Works Facility plan review. Given the uncertain scope of review at this point, an aceurate estimate is not available at this time. Like most pi arming cases, it is antieipated that the County will submit an escrow amount that the City will charge any direct expenses against. Accordingly, it is anticipated that the use of DSU in this instance will be expenditure neutral. If for some reason the escrow amount is waived or reduced by the Council, funds from the TCAAP Special Revenue eould be utilized. Requested Action . Provided for discussion purposes .
