January 22, 2003 Letter frOIll the DNR <br /> <br />Overview <br /> <br />Attached is a letter to the GSA and Army indicating the City's interest in pursuing acquisition of <br />TCAAP property via early transfer authority. More specifically, the letter requests that a Finding <br />of Suitability for.:Early Transfer (FOSET) be prepared. In addition, the letter requests that the <br />GSA and Army begin the process of requesting a covenant deferral from the Governor's office. <br />As indicated at the Work Session, this letter requests that the process begin, but does not obligate <br />the City to proceed with a transfer. <br /> <br />Finally, On Thursday January 23, 2003, Joan Galli, DNR Non Game Wildlife Specialist, <br />delivered a letter from Kathleen Wallace, DNR Regional Administrator regarding the content of <br />the letter. This is attached for your review. As Council will recall, the DNR previously sent the <br />Council a letter indicating a desire to have the City indicate that the 49 acre wildlife corridor be <br />specifically excluded from the early transfer request. For the reasons below, it is staffs <br />perspective that the letter should not identify specific areas: <br /> <br />I. By approving the amendment to the Rice Creek North Regional Trail Master Plan the <br />City will have enabled the County to acquire the property via a public use dedication. <br />Acquisitions via the public use dedication process occur prior to the early transfer <br />screening. As such, there is no need to "exclude" this from the City early transfer <br />request as indicated in the letter. It will be excluded by virtue of Ramsey County's <br />request for a public use conveyance. <br /> <br />2. The ultimate area that could potentially be conveyed may change significantly. For <br />
