.

~
~~HILLS

January 27,2003

Mr. David Eales
Manager, Realty and Asset Management
United States Postal Service
4301 Wilson Blvd.
Suite 300
Arlington, V A22203-1861

RE: The United States Postal Service's Consideration of the TCAAP Property for a
Potential 82-Acre Distribution Facility

DearMr. Eales:

The City of Arden Hills received a copy of your letter, dated November 27t\ 2002 to the
General Services Administration, indicating your agency's potential interest in acquiriug
an 82-acre site within the TCAAP property. We understand your intended use for this site
. to be a consolidated mail distribution facility.

As you may know, we are in the beginning stages of a major process to plan and design
the ultimate re~use of the TCAAP property. We have committed to following the guiding
framework for this project, provided by the Vento Re-Use Plan, prepared under the
leadership of late Congressman Bruce Vento. In addition to its major commitment to
perinanently protect open space, the Vento Re-Use Plan calls for a mixture of residential
and commercial and industrial land uses.

The process that we have commissioned involves and encourages the active participation
of a broad cross-section of stakeholders. It is designed to support the free and open
consideration of several alternative ways in which the various land uses and ownership
patterns might be arranged on the land. Weare committed to working with every agency
and organization that has an interest in the TCAAP site. We intend to work closely with
them and others, as We proceed, until we are successful in realizing the vision of the
Vento Re"Use Plan. In this spirit, we would welcome the opportunity to meet with you or
your representatives, but I must hasten to add that we are quite certain that the large
distribution facility that you are proposing is fundamentally incompatible with the
successful re-use of this property.

.

Last Friday, January 17, our city council met with the project developer, CRR, Inc., our
plauning consultant and staff and reviewed the impact that a Post Office Distribution
facility would have on the TCAAP project. You should know that the City of Arden Hills
has already agreed that the site should become the home for an 80-acre combined

City or Arden Hills . 1245 West Highway 96 .
