City Copy: of Arden Hills Nick LandwerlURS Tom Moore/AH File: 379510055001 From: Greg Brown Arden Hills City Engineer Date: February 5, 2003 Subject: 2002 Sanitary Sewer Rehabilitation Scope Background The City of Arden Hills awarded Visu-Sewer Clean & Sea] of Frid]ey, MN the 2002 Sanitary Sewer and Watennain Rehabi]itation Project on August ]2,2002 for a total contract amount of$246,435.50. The project consists of three general elements of work: replacement of ]200 feet ofwatermain and structural lining of 2,000 feet of sanitary sewer along Old Highway] 0 and the sealing of pipe joints in the southwest quadrant of the City. The structural watermain and sanitary sewer work is complete and operational and was completed within budget. The contractor continues to perform joint sealing in the southwest quadrant of the City bound by County Road D, Cleveland A venue, Lake Johanna and Stowe Avenue. Pipe joint sealing is done to eliminate the inflow of groundwater into the sanitary sewer system and thus reduces the City's volume of discharge (and cost) to the Metropolitan Council wastewater treatment plant. The original budget was not based upon completing a geographical area but arbitrarily selected as an annual amount to be expended for pipe sealing work. The pipes in this area have required more grout than expected which indicates that a large amount of infiltration is occurring here and the contract budget will be exhausted before this quadrant of the City is completed. The nature of this type of work allows us to stop at any time, therefor we are not in danger of overrunning the contract amount. We do have an opportunity to utilize the favorable unit prices of this contract to continue sealing pipes in this quadrant of the City. Based upon the amount of pipe left to seal and the rate of grout used to date, we anticipate that an additional $85,000 would complete the southwest quadrant of the City. The Sanitary Sewer Enterprise Fund currently has a balance of approximately 2.3 million dollars. Recommendation Considering the benefit the City realizes by reducing infiltration into our system, the condition of the sewers in the southwest quadrant and the significant balance in the enterprise fund, the city Engineer recommends that Council authorize the preparation of a change order to the 2002 Sanitary Sewer Rehabilitation Project to complete the sealing of the pipe joints in the southwest quadrant.
