The <br />project consists of three general elements of work: replacement of ]200 feet ofwatermain and structural <br />lining of 2,000 feet of sanitary sewer along Old Highway] 0 and the sealing of pipe joints in the southwest <br />quadrant of the City. The structural watermain and sanitary sewer work is complete and operational and <br />was completed within budget. The contractor continues to perform joint sealing in the southwest quadrant <br />of the City bound by County Road D, Cleveland A venue, Lake Johanna and Stowe Avenue. Pipe joint <br />sealing is done to eliminate the inflow of groundwater into the sanitary sewer system and thus reduces the <br />City's volume of discharge (and cost) to the Metropolitan Council wastewater treatment plant. <br /> <br />The original budget was not based upon completing a geographical area but arbitrarily selected as an <br />annual amount to be expended for pipe sealing work. The pipes in this area have required more grout than <br />expected which indicates that a large amount of infiltration is occurring here and the contract budget will <br />be exhausted before this quadrant of the City is completed. The nature of this type of work allows us to <br />stop at any time, therefor we are not in danger of overrunning the contract amount. We do have an <br />opportunity to utilize the favorable unit prices of this contract to continue sealing pipes in this quadrant of <br />the City. Based upon the amount of pipe left to seal and the rate of grout used to date, we anticipate that an <br />additional $85,000 would complete the southwest quadrant of the City. <br /> <br />The Sanitary Sewer Enterprise Fund currently has a balance of approximately 2.3 million dollars. <br /> <br />Recommendation <br />Considering the benefit the City realizes by reducing infiltration into our system, the condition of the <br />sewers in the southwest quadrant and the significant balance in the enterprise fund, the city Engineer <br />recommends that Council authorize the preparation of a change order to the 2002 Sanitary Sewer <br />Rehabilitation Project to complete the sealing of the pipe joints in the southwest quadrant. <br /> <br />PROJECTSIARDENH1L\3795I IGENERAL\DocumentslAgenda Memo 2-10-03 Item 7 A I doc <br />
