Highway 96 <br />Arden Hills, MN 55112 <br /> <br />CITY OF AR.DEN HILLS <br /> <br />Re: Planning Case #02-28: Guidant Master Plan Planned Unit Development and <br />Preliminary Plat <br /> <br />Dear Mr. Parrish: <br /> <br />The City has reviewed the information provided regarding the proposed Guidant Master <br />Plan Planned Unit Development and Preliminary Plat for the Guidant Corporation <br />Business Campus. The plan has been reviewed by Our staff to determine the potential <br />impacts this development will have on neighboring land uses in Shoreview, specifically <br />along the Lexington Avenue corridor. <br /> <br />Land Use Impacts_ Land uses within the City of Shoreview near this site include a <br />mixture of business park uses and attached residential uses. Although these land uses are <br />connected with the Guidant property by the Lexington A venue corridor, the roadway also <br />provides separation because of its width and design. It appears that the proposed <br />development concept attempts to unify the business campus while maintaining a <br />relatively low visual impact for surrounding land uses. This is achieved through the use <br />of open space and clustering of taller buildings towards the center of the site. In staffs <br />opinion, the proposed development concept will not have a significant land use impact <br />due to the overall development concept and characteristics of Lexington Avenue. <br /> <br />Traffic Impacts. Staff also reviewed the Traffic Study Overview to determine the <br />proposal's traffic impact on Lexington Avenue. The following summarizes traffic and <br />roadway related concerns: <br /> <br />The City recognizes that Lexington A venue falls under the jurisdiction of <br />Ramsey County. For this level of development to occur, Ramsey County must <br />be wiliing to program the planned roadway improvements in their <br />Transportation Improvement Plan. If these planned changes are not <br />programmed and completed In conjunction with the proposed site <br />improvements, Shoreview would have serious concerns on the further <br />degradation of service levels in an area that already needs intersection and <br />capacity improvements based upon current traffic volumes.
