Draft Letter to the GSA ,R

ENCLOSURES:

OVerview

Attached is a letter to the GSA and Army indicating the City's interest in pursuing acquisition of
TCAAP property via early transfer authority. More specifically, the letter requests that a Finding
of Suitability for Early Transfer (FOSET) be prepared. In addition, the letter requests that the
GSA and Army begin the process of requesting a covenant deferral from the Governor's office.

As discussed at a previolls Work Session, the letter requests that steps be taken to begin the early
transfer process, however, it does not obligate the City to a transfer. For reference, a letter needs
to be sent by February 3rd 2003 in order to initiate the early transfer process. As such, Council
action authorizing distribution of the letter would need to occur at the January 27th, 2003
meeting. Representatives of the development team will be in attendance at the meeting to
answer any questions that the Council might have.

Reiju ested Action

Provided for Council review and comment
