<br />ARDEN HILLS PLANNING COMMISSION - DECEMBER 4, 2002 <br /> <br />7 <br /> <br />Commissioner Zimmerman noted the applicant's preference was location B. Mr. <br />Hellegers replied staff was recommending location A because it was a better location, <br /> <br />. <br /> <br />Commissioner Ricke asked who added the three-season porch to the house. Dean <br />Volkert, applicant, replied the porch and deck were added by previous owners. <br /> <br />Commissioner Ricke asked if there was a storage area under the deck. Mr. Volkert <br />replied there was. <br /> <br />Commissioner Ricke asked who added the swing set. Mr. Volkert replied he added the <br />play area, but the neighbor added the drainage, ponding problem on his lot. He stated he <br />added location B because Commissioner Smithknecht asked at the last meeting if he <br />could move the shed north. He noted he could move the shed to location A if they <br />wanted and he was okay with that location. He noted location A was the flattest portion <br />of his lot and it would be less work to move the shed to that area. <br /> <br />Commissioner Bezdicek moved, seconded by Commissioner Zimmerman, to recommend <br />to CounciI'to approve Planning Case #02-28, Dean & Suzanne Volkert, 1330 Nursery <br />Hill Lane Variance subject to the following conditions and recommendations: <br /> <br />I. <br /> <br />The' evergreens along the west property line must be maintained to ensure that the <br />shed is not highly visible from Hamline Avenue. <br />The trees to the north of the shed must be maintained to ensure that the shed is <br />less visible from Nursery Hill Lane. <br /> <br />. <br /> <br />2. <br /> <br />The motion carried (4-1) (Commissioner Ricke). <br /> <br />B. HIGHWAY 96 RECONSTRUCTION DISCUSSION <br /> <br />Mr. Parrish presented the draft landscape plan and Highway 96 Taskforce Documents for <br />the Commissioners' comments. <br /> <br />Commissioner Ricke stated her concern was the trail connection crossing over Highway <br />96, Mr. Parrish replied the regional trail connection would stop at Highway 10 around <br />North Heights and would not proceed until that area was reconstructed. <br /> <br />Commissioner Ricke noted she still had a concern about residents, particularly children, <br />crossing Highway 96. <br /> <br />Commissioner Zimmerman noted if they were going to landscape the median, they <br />needed to maintain it. He noted they needed to irrigate the landscaping, or at least make <br />sure it was regularly watered <br /> <br />Chair Sand noted Arden Hills had more median than the surrounding cities and stated <br />they had to take advantage of the median by planting as many trees as possible, plant sod, . <br />and irrigating it. He stated the median needed to be very aesthetically pleasing and <br />needed to be maintained. <br />
