Unfortunately, funding limitations and regional questions <br />relating to Highway 96 connections at 1-35W and US Highway 10 has remained a stumbling block for <br />construction, Those issues are difficult and have yet to be resolved_ Rather than awaiting regional decisions, we <br />are now proposing to forward the segment west of Lexington for reconstruction with the western termini cropped <br />to a point just west ofthe entrance to North Heights Church, Doing so allows for completion of needed <br />improvements between the church and Lexington Avenue, while regional studies continue. Our design is <br />compatible with any ofthe at-grade or grade-separated alternatives being considered at US Highway 10, <br />Proposed improvements follow those already completed east of Lexington Avenue. Key design elements include: . <br /> <br />. Urban section <br />. Concrete curb and gutter <br />. Concrete pavement <br />. Two through lanes in each direction <br />. Eight foot shoulders <br />. Left and right turn lanes <br />. Storm sewers and storm water treatment ponds <br />. Signals at major intersections <br />. Bituminous path and sidewalk features <br />. Landscaped medians and boulevards <br /> <br />Ramsey County and the City of Arden Hills would like to review current construction plans with area property <br />owners before formal Council approval. A public information meeting will be held at 6:30 PM on Wednesday, <br />February 12, 2003 at the Arden Hills City Hall. Plans do include sufficient detail to define individual property <br />impacts. We encourage your participation in this meeting.
