Staff was present at the meeting to <br />answer inquiries, and none were addressed. <br /> <br />The decision to discontinue funding for the Track Program was based upon philosophical <br />differences in who should provide this program, i,e. Cities (Mounds View, New Brighton, <br />Shoreview, and Arden Hills) vs. School District #621. <br /> <br />The Track Program is completely funded through participant registrations. Therefore, should the <br />City reinstate the program, there would be no net change. <br /> <br />The reason the Cities originally began to fund the Track Program was because the School <br />District #621 discontinued funding and sponsorship. <br /> <br />Jerry Otto, Physical Education instructor at Snail Lake Elementary School brought forth a <br />recommendation to the Cities to fund the Track Program by offering a proposal which indicated <br />Track could be a self-supporting program, with Cities participation. When the decision was made <br />to support the Track Program, Jerry Otto became the Track Program Facilitator, and continues to <br />do so. <br />
