ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES FEBRUARY 24, 2003 3 by Mr. Terry Post to the City Administrator's recommendation that his employment be terminated due to unsatisfactory performance. The parties present at this meeting were: City Administrator Joe Lynch, City Accountant/Treasurer Post, Mayor and City Council, City Attorney Filla, and Recording Secretary Altman. The City Administrator's recommendation was reviewed by the City Council and the following action was taken: MOTION: Councilmember Larson moved and Councilmember Rem seconded a motion to accept the City Administrator's recommendation, and to direct that Mr. Post be considered as an employee of the City leaving in good standing; therefore he is entitled to the benefits as found in the Personnel Policy. Motion Passed (3-1-1) (Opposed; Mayor Aplikowski, Abstained; Councilmember Holden). B. A closed meeting was held on Tuesday, February 18, 2003, to consider a performance evaluation of City Administrator Lynch. The parties present at the meeting were the Mayor and City Council and Administrator Lynch. MOTION: Councilmember Grant moved and Councilmember Rem seconded to request the resignation of the City Administrator. Motion Passed (3-1-1) (Opposed; Councilmember Larson, Abstained; Councilmember Holden). Subsequent to this meeting, the City Administrator met with the City Attorney to review the City Administrator's contract and the provisions of a proposed termination agreement. A draft of the termination agreement was accepted by the City Administrator and needs to be ratified by the Mayor and City Council. Mayor Aplikowski stated if Mr. Lynch needed a letter of recommendation, the City would provide such a letter.
