We <br />would be willing to modify our approach and time schedule as requested by <br />the City. <br /> <br />1. Position Analysis <br /> <br />Collect and Analvze Data <br />Springsted will meet with the Mayor and City Council to establish <br />working relationships, define and refine the project's scope, procedures <br />and timetable and to develop and review materials and details required <br />to successfully complete the project. <br /> <br />We will carefully review the existing position description for the City <br />Administrator position, the City current organizational chart, the <br />applicable sections of the City Code and any other relevant City policies. <br /> <br />Clarifying discussions will be held with the City of Arden Hills's City <br />Council and staff. Individual interviews will be conducted with the <br />Mayor and each member of the City Council and, as requested, key <br />staff, to determine the specific duties and responsibilities of the <br />position, as well as individual expectations concerning desirable <br />training. experience, professional and personal characteristics of <br />candidates. Additionally, participants in these initial meetings will be <br />asked to complete a Personnel Selection Profile questionnaire that will <br />provide specific information about their expectations of the successful <br />candidate. <br /> <br />If requested, Springsted will conduct up to two focus groups with City <br />officials. and those City residents identified in conjunction with the City <br />Council, to solicit input on community needs and desires and to secure <br />information to assist in formulating the position profile. <br /> <br />Prepare Profile <br />After the results of the interviews and questionnaires are analyzed and <br />summarized, Springsted will prepare and submit a position profile, job <br />criteria, employment conditions, and a City Profile to the Mayor, City <br />Council and key staff for review and comment. We will modify or change <br />the documents incorporating the City's comments into the final documents. <br /> <br />Springsted would make its new decision-making tool "Option Finder" <br />available to the City Council at an additional fee. This is a software tool <br />with voting equipment that enables groups to make complex decisions <br />more effectively. <br /> <br />A City profile, a position profile, job criteria and employment conditions <br />and parameters will be discussed and developed.
