We assign <br />a specific client service team to ensure primary responsibility for each <br />project. The teams are comprised of qualified individuals who are <br />experienced in the specific challenges confronting you. The teams are <br />free to draw upon the expertise of our entire staff. <br /> <br />Terri Y. Heaton, Senior Vice President and Client Representative, will be the <br />City's primary contact and will serve in a liaison role. Ms. Heaton has over <br />18 years of local government experience, including 5 years as the Chief <br />Financial Officer for the City of Bloomington, Minnesota. While in <br />Bloomington, she initiated several creative financing programs and supervised <br />30 staff members. She focuses on long-term entity-wide solutions. <br /> <br />Nicholas R. "Nick" Dragisich, Senior Vice President and Client <br />Representative, will be the chief on-site consultant. Mr. Dragisich is team <br />leader for Springsted's Management Consulting Services team. He has <br />over 20 years of management experience ranging from city administrator <br />to city engineer. <br /> <br />John T. Maxwell, Senior Vice President. will assist in recruiting <br />assessment and screening of candidates. Mr. Maxwell has 29 years of <br />experience in municipal government management and consulting. He holds <br />a bachelor's degree in industrial and labor relations and a master's degree in <br />public administration. He has been actively involved in many executive <br />recruitment engagements conducted by Springsted Incorporated. <br /> <br />Robert D. "Bob" Thistle, Executive Vice President and Client <br />Representative, will be the senior review officer. Mr. Thistle has over <br />30 years of management experience in local government. He currently <br />works with over 40 units of government, assisling them with all facets of <br />municipal finance, special studies and management support. <br /> <br />Annette Martell, Management Services Analyst, will assist in determining <br />candidate qualifications, advertising and report preparation. Ms. Martell <br />has over 15 years experience in consulting work. She has assisted and <br />advised clients on employee classification, compensation and benefit <br />issues and job evaluations.
