Our slaffs breadth of experience and depth of expertise are two of our most important characteristics in providing high-quality service to clients. Many of our staff have backgrounds in municipal and county government, education or with development firms and non-profit organizations, so they share our clients' perspectives in developing solutions. Each client draws on the talents of many members of our staff. We assign a specific client service team to ensure primary responsibility for each project. The teams are comprised of qualified individuals who are experienced in the specific challenges confronting you. The teams are free to draw upon the expertise of our entire staff. Terri Y. Heaton, Senior Vice President and Client Representative, will be the City's primary contact and will serve in a liaison role. Ms. Heaton has over 18 years of local government experience, including 5 years as the Chief Financial Officer for the City of Bloomington, Minnesota. While in Bloomington, she initiated several creative financing programs and supervised 30 staff members. She focuses on long-term entity-wide solutions. Nicholas R. "Nick" Dragisich, Senior Vice President and Client Representative, will be the chief on-site consultant. Mr. Dragisich is team leader for Springsted's Management Consulting Services team. He has over 20 years of management experience ranging from city administrator to city engineer. John T. Maxwell, Senior Vice President. will assist in recruiting assessment and screening of candidates. Mr. Maxwell has 29 years of experience in municipal government management and consulting. He holds a bachelor's degree in industrial and labor relations and a master's degree in public administration. He has been actively involved in many executive recruitment engagements conducted by Springsted Incorporated. Robert D. "Bob" Thistle, Executive Vice President and Client Representative, will be the senior review officer. Mr. Thistle has over 30 years of management experience in local government. He currently works with over 40 units of government, assisling them with all facets of municipal finance, special studies and management support. Annette Martell, Management Services Analyst, will assist in determining candidate qualifications, advertising and report preparation. Ms. Martell has over 15 years experience in consulting work. She has assisted and advised clients on employee classification, compensation and benefit issues and job evaluations. Ms. Martell graduated magna cum laude from Tidewater Community College. ~ SPRINGSTED Page 8
