Thistle <br />Executive Vice President <br /> <br />Experience <br /> <br />Mr. Thistle joined Springsted Incorporated in 1988. He was elected Senior Vice President in <br />1995 and Executive Vice President in 1999. In 1998, Mr. Thistie was selected to serve as the <br />Manager of Client Development. In this role, he oversees 17 client representatives, participates <br />in the strategic planning of the firm, and is responsible for overall client service. <br /> <br />Mr. Thistle has had a long and distinguished career in the public sector. He spent nine years as <br />City Manager of Coon Rapids, Minnesota, a northern suburb of Minneapolis/Saint Paul. Prior to <br />Coon Rapids, Mr. Thistle was Acting Manager of Sioux City, Iowa, Deputy City Manager for <br />community development of Sioux City, iowa, Deputy City Manager for Budget and Administration <br />in Flint, Michigan, and Deputy and Director of the Genesee County Model Cities program. <br /> <br />Mr. Thistle brings a wide range of experience to his task. He has been successful in the <br />maintenance and redevelopment of central cities and has directed the growth of a dynamic <br />developing suburban community. He has directed urban development, social programs, <br />installation of urban infrastructures and city growth planning. Mr. Thistle also has extensive <br />experience in developing cost-center-driven budgeting systems that interiace with municipal <br />accounting systems. He has supervised the extensive use of housing development revenue <br />bonds, industrial development bonds, tax increment financing for stimulating and encouraging <br />economic development, and general obligation debt for basic city infrastructure needs. <br /> <br />Mr. Thistle has played an active role in the metropolitan communities in which he has served. <br />He was president of the Association of Metropolitan Municipalities in the Twin Cities metro area, <br />as well as serving on the Board of Directors of the Minnesota League of Cities. He is respected <br />for his innovative programming and his ability to work with diverse groups to reach consensus. <br /> <br />Education Hubert H.
