The queue length analysis indicates that the driveway <br />would be a sufficient distance from Pine Tree Drive, that only on rare occasions would <br />the queue of eastbound traffic on County Road E back up from Pine Tree Drive to the <br />proposed driveway, The safety analysis indicated that County Road E has had a lower <br />accident experience in recent years than comparable roadways in the Twin Cities area. <br />Given this situation and given that the segment of County Road E between the east Ramp <br />intersection for Highway 51 and Lexington Avenue already has 13 private driveways, we <br />have concluded that construction of the proposed driveway would not cause safety <br />problems on County Road E. <br /> <br />Through our evaluation of the proposed site plan and existing traffic facilities, we <br />recommend the following measures be implemented to ensure that the access on County <br />Road E is limited to exiting traffic only. <br /> <br />. Limit the width of the exit-only driveway to 16 feet. <br />. Install "do not enter" signs at the mouth of the driveway. <br /> <br />Considering all the preceding points, Figure 2 illustrates our recommended driveway <br />plan. <br /> <br />Our overall conclusion is that if the measures discussed in this report are implemented, <br />the exit-only driveway for the proposed bank will function effectively and will not create <br />safety issues or other difficulties for traffic operations on County Road E. <br />
