The <br />purpose was to select three compaoies that would be interviewed at the March 17, 2003, work <br />session so we could make our final selection at the March 31, 2003 regular council meeting, <br /> <br />Process: <br /> <br />Prior to the March 10,2003, meeting, we had each read the proposals separately and made notes <br />aod rankings based on the criteria listed in Section V of the city's request, We met on March 12, <br />2003, to compare our individual notes, refine our rationale, and determine what our <br />recommendation would be to the council. <br /> <br />At that time we also discussed comments we had received from several cities contacted as <br />references for various firms, One of the questions we asked was whether interviewing the search <br />firms had been a helpful exercise, Responses were mixed, even from cities that had handled <br />these hires both ways. Based on our desire to maintain a short time line for hiring a new <br />administrator aod the fact that several firms indicate in their proposals that a meeting on March <br />17 would be difficult or not possible, we are comfortable recommending to Council that <br />interviewing search firms is not crucial to the process, that reliance on the contents of their <br />proposals and responses to multiple reference checks gives us sufficient basis to make a <br />recommendation for hire, <br /> <br />Recommendation: <br /> <br />Based on the results of this process, we strongly recommend that the city hire PDI (Personnel <br />Decisions International). The two other firms that rank as possibilities are Springsted and P AA <br />(Public Administration Associates). If the Council prefers interviewing these firms, we believe <br />there is still time to do this before making a formal decision on March 31, 2003. <br />
