_ February 24, 2003

_

_

RECEIVED
FEB 2 6 2003

Mr. Peter Hellegers
City of Arden Hills
1245 West Highway 96
Arden Hills, Minnesota 55112

CITY OF ARDEN HILLS

Dear Mr. HeDegers,

This is in response to the recent Public Hearing Notice about the Guidant expansion.
As a neighborhood resident, my mainconcem with the expansion is with regard to
traffic flow. I have read the updates that have been sent previously. I believe they
stated that traffic issues are a Ramsey County issue. For me, the traffic problems, both
current and anticipated need to be resolved before any expansion to the Guidant
campus proceeds. The additions would allow for parking spaces for nearly 7,500
people. I don't know how much more that is than their current capacity, but I expect it's
a lot.

There are already issues related to traffic flow during the morning and evening rush
hours. Twice daily I go through the intersection of Hamline Avenue and County Road F.
There have been accidents at this intersection and 'I'm sure a number of near misses.
Because of the difficulty in getting out of the Guidant driveway onto Hamline Avenue, or
onto Hamline Avenue from Countfy Road F, drivers become more aggressive, and it's
, very difficult to be a driver heading through. I always move into an open lane to allow
them to get out, or drive alertly so as to position my to anow them to safely get onto
Hamline.

The traffic concerns at that comer are a huge issue for neighborhood residents. I feel
that this needs to be satisfactorily resolved before Guidant is allowed to proceed with
their expansion.

On the other hand, I am pleased for Guidanfs success and hope that their expansion
plan does proceed. Growth like this is good for Arden Hills. We just need to take care
to improve our infrastructure along with this plan.

Sincerely,

~

Sandra Larson
4409 Arden view Court
Arden Hills, Minnesota 55112
