<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS PLANNING COMMISSION - APRIL 3, 2002 <br /> <br />6 <br /> <br />Commissioner Galatowitsch asked when the expansion was made a few years ago, was <br />there any request for landscaping to be added to the back of the lot. Mr. Parrish replied <br />. that was not a condition of the approval. <br /> <br />Commissioner Galatowitsch asked what existed there now as far as landscaping. Stewart <br />Haglund replied there was some landscape barrier there, but the landscaping was thin and <br />spotty. <br /> <br />Mr. Parrish replied if the intent was to make the land use more compatible with the <br />existing area, the Commission could request that additional landscaping be added and the <br />play area be fenced in. <br /> <br />Commissioner Zimmerman moved, seconded by Commissioner Sand, to deny Planning <br />Case #02-06, Pilgrim House Unitarian Church, Special Use Permit Application based on <br />the rationale that it was an accessory operation that would be allowed if the Church was <br />running the daycare, but not when a commercial daycare facility was being run. <br /> <br />The motion carried (4-3) (Commissioners Ricke, Galatowitsch, Duchenes). <br /> <br />CASE #02-05 - GUlDANT SITE PLAN REVIEWN ARlANCE REOUEST - PUBLIC <br />HEARING <br /> <br />Chair Sand opened the public hearing at 8:31p.m. <br /> <br />Staff reviewed their report of March 28, 2002 recommended approval for the reasons <br />contained therein. <br /> <br />Commissioner Lemberg left the meeting at 8:32 p.m. and returned at 8:36 p.m. <br /> <br />Pat Kern, 1230 Wyncrest Court, stated he was 400 feet north of the Guidant parking lot. <br />He stated he was not against them building the training facility, but he was against the <br />variances they were requesting. He expressed concern about the height of the building. <br />He requested the building stay at the height of all of the rest of the buildings. He <br />expressed concern about the landscape. He stated he liked that Guidant was so well <br />landscaped. He also expressed concern about the skyway over Fernwood. <br /> <br />Darrel Horsemen, 1250 Wynridge Drive, stated he was northwest of the water tower on <br />the corner. He stated he was at the neighborhood meeting in March and expressed <br />concern about variances being granted at this point. He expressed concern about traffic <br />flow in the area <br /> <br />Gene Scales, comer of Floral Drive and James Circle, thanked the City Planner for the <br />information they had requested. He expressed the same concerns expressed by both the <br />residents here tonight as well as at the previous meeting. He expressed concern about the <br />traffic increase. He stated he was opposed to the granting of the variance. He stated <br />Guidant was a good corporate citizen and had taken good care of the property, but he <br />believed the overall agenda of the company might change depending upon if they could <br />build what they wanted to build on that property. He asked the Planning Commission <br />and the City Council to take a good look of the overall pian. He stated issues that were <br />brought forward at the previous meeting had not been addressed. <br />
